Bio

CCPS-Certified Process Safety Expert, with more than 20 years of experience and over 1,200 hours of specialized training in the Oil & Gas industry. He has established himself as a consultant and technical leader in qualitative and semi-quantitative process risk analysis studies (HAZOP, HAZID, PHA, What-If, Bow-Tie, LOPA, SIL-RG, FTA, ETA, and Consequence Determination Calculations - CDC), as well as in Root Cause Analysis (RCA), combining methodological rigor with strong operational judgment.

Certified Process Safety Management Consultant by CCPSC®, Leader in Qualitative and Semi-Quantitative Risk Analysis Studies (HAZOP, HAZID, APR, PHA, What-If, Bow-Tie, LOPA, SIL-RG, FTA, ETA, CDC) and Root Cause Analysis (RCA) for the Oil & Gas industry.

Competent in Occupational Health and Workplace Safety. Consultant in the design and implementation of Occupational Health and Safety Management Systems (OH&S), including policy development, safety committees, work permits, work procedures, Confined Space Entry Programs (CSEP), Management of Change (MOC), and Behavior-Based Safety (BBS).

PDVSA E&P (Venezuela) – Process Safety & OH&S Consultant / Instructor

  • Led qualitative risk analysis techniques such as HAZOP, What-If, PHA, Expert Panels, Checklists, Fault Tree Analysis (FTA), Event Tree Analysis (ETA), and consequence modeling (radiation, dispersion, overpressure) using Canary by Quest.
  • Conducted technical inspections to identify unsafe process and equipment conditions. Reviewed engineering projects at both process and equipment levels. Provided advisory services in design, construction, operation, and decommissioning under the principles of Safety in Design.
  • Advised on implementation and control of MOC and Risk Assessment elements within PDVSA’s Integrated Risk Management System. Delivered training at PDVSA’s Tamare Training Center (CAT) and across multiple divisions (Western, Central-South, Boyacá).
  • Co-author and co-approver of corporate standards including ART, PTFC, MOC, IAIEO, Contractor Safety Systems, among others.
